I have ordered a pico w recently but i want to know if i need jumper wires because i dont ordered it with the pico w. So will it work?

Bu is there a way of adding new payload when the setup is done on the website.

I have it ordered without headers

Yes, you can use the web interface to upload or update payloads. Some wire run into the holes on the board to connect the pins will also work. you don't need to have the headers, just something to jumper the pins.
