Kansas City determination is incorrect

The Kansas City determination code was copied from a game where the number of cards isn't visible and needs to be updated to take that into account.

• [x] When a card is a trump card it shouldn't be moved - every player can see all the currently active trump cards
• [x] Void tracking for the trump suit should be completely ignored (might be moot due to ^)
• [x] Only swap cards with the same value since values are always known
