DCMI ontology change - project plan #62

On the DC-USAGE list, Karen proposed:

I propose these steps as an initial project plan:

- Give heads up that DCMI is working on change to dc-architecture group.
Doesn't need details, just a heads up about relaxing domains and ranges

- Make list of mailing lists, social media, etc. where notifications
should be sent

- Create "test" version with new changes that people can use to test how
it interacts with their applications

- Write press release

- Decide target date for change

- Decide how much time to give people after notification

- Notify

- Make change

All of these will need dates and names.

I have opened issue #63 to add: amending the DCMI Namespace Policy.
