Changes made under the unit tests directory are not showing in the Diff
dashboard plugin.

I think this has to do with the funk that utf-16 is creating.  I have merged the
change from CCNet trunk to ModificationWriterTask.cs to save as utf-8.  I 
removed the
slopy convert to utf-8 in the setup of the SourceModificationReport Package.

the app.config deltas are not showing.  is this expected behaviour?

Tim,
It would show that if AHLTA was on the fixed version.  If you look the config 
file is
in the "unit test" directory.  This has nothing to do with it being a config 
file. 
Maybe we can get AHLTA updated this week.
