Add regions to database #185

Regions are optional distillery-specific regions, such as the locations defined in Scotland. They will not exist on every country and need populated via a data source or via the admin.

Migrate to OpenStreetMap API to support future polygon extraction.

Also updates @headlessui/react to 2.x and removes deprecated behavior.

There's still some improvements I'd like to make. Specifically:

Add polygon shapes for regions (not sure how exactly I'll pull this off for things like Scotch whisky regions).
Disable the RegionField completely when you select a country with no regions
Interactive/streaming map for distilleries. I removed the current one as its not that compelling.
