Blocked content is displayed for split second #193

What steps will reproduce the problem?
1.Go to http://www.java.com/en/download/testjava.jsp without allowing java.com
2.Hit the blue arrow reload button
3.You will see the page with unblocked content for a split second, then it will 
revert to the blocked image.

What is the expected output? What do you see instead?
The page should only display allowed content until permission is granted.

What version of the product are you using? On what operating system?
Ubuntu 12.04 64 bit, scriptsafe 1.0.6.13

Please provide any additional information below.
Tried same test in Firefox with noscript and it worked properly.
