Remove ticketbuyer. #88

Standalone dcrticketbuyer is no longer supported or used.

For the functionality it had, please use dcrwallet's ticketbuyer.

All code is still in the git history if of interest.

Totally forgot about travis (and kind of thought it wouldn't run without a .travis.yml file).

I turned travis off for this repo.
