No notification when water level or Food becomes 0 #15

What steps will reproduce the problem?
1. Let food/water go to 0
2. You see no notification in the status window. 

What is the expected output? What do you see instead?
Some notification about the food and water levels going to zero.

For water going zero there should be error messages, as some of the facilities 
are
stopped, regarding food, I would be adding status messages for it in the 
interaction
module.
