Add support for Truffle #29

Is your feature request related to a problem? Please describe. All the current logic is hardwired to hardhat.

Describe the solution you'd like It would be great to abstract all the logic related to hardhat so we can support Truffle and more...

Describe alternatives you've considered smock-hardhat or smock-truffle as different packages that both have the base smock package as a dependency
