No upload promt appears. #113

What steps will reproduce the problem?

1. Run Transmission Remote
2. Select "Add Torrent" and choose a .torrent file in the dialogue window.
3. Click "Open".

What is the expected output? What do you see instead?

No upload prompt appears and a torrent is added immediately although 
appropriate option "Upload prompt" is checked.

What version of the product are you using? On what operating system?

transmission-remote-dotnet-3.11 (3525). WinXP Pro SP3.

Please provide any additional information below.

Transmission v.1.74.2
