Scaling population is not correct - I think it is because of fitness scaling. Investigate

I believe I have fixed this bug but I had to change how fitness was calculated. @afarineshp we need to chat to see if this effects the work you have already done.

Normalization may still be off, still need to investigate. @afarineshp maybe hold off until monday

I think this is fixed - double check with a test @ebrintn
