[FEATURE]: Support PowerMax in CSM Observability #586

Describe the solution you'd like Support PowerMax in CSM Observability.

We will collect the performance and capacity metrics from PowerMax that is managed with CSI. Also we will provide pre-packaged Grafana dashboards, e.g. PowerMax performance metrics, PowerMax volume capacity, so it would be easy to see the history of metrics in Grafana.

Describe alternatives you've considered N/A

Additional context Besides PowerFlex, PowerStore, and PowerScale, this issue is to add support for PowerMax platform in CSM Observability module.
