Time incorrect in application comments

What steps will reproduce the problem?
1. Open any application
2. Scroll down to the comments part
3. Minutes are incorrect in the submit time (mine are all :04) 

What is the expected output? What do you see instead?
I checked the time before posting. The date and hour are correct, but not 
the minutes (always :04 on all 5 comments)

What version of the product are you using? On what operating system?
Any

Interestingly, while I get almost exactly the same bug (I was about to report 
it, but then saw this existing report), 
or me it shows all times as XX:03 (not XX:04 as for you). Very weird indeed, 
although not terribly important.

What actually should be the minute field actually seems to show the month. 
Something
like %m instead of %M ? Also, maybe make it clear what timezone these are ?

I see :04 too. And, interestingly I ran into this issue. I added a comment and 
in
about 2mins corrected a mistake using another. Comment 1's time was 11:04, and 
two
was 12:04. And, just to make sure added a third after 15min. And, that read 
12:04.
Now, it is not only the minute, but also the hour.
