Display updated DOD National Average Rate for Academic Year 18/19 Enrollments

Value Statement: As a System Owner, I need the GI Bill Comparison Tool to display the DOD National Average Rate for academic year 18/19, so that claimants are aware of their potential monthly allowance.

Assumptions:

  1. DOD Rates are available
  2. "In Person" or "In Person and Online" is selected to identify where classes are being taken

Acceptance Criteria:

  1. Claimants attending a foreign school will receive National Average of $1650

@ericks24 The changes in support of Section 501 were delivered to staging on 05/15/2019. Based on our last meeting on 05/24/2019, you indicated that testing was completed and is ready for production pending EDU communication / scheduling.

@ericks24 I have a recommendation.

There should be 2 AC, 1 stating the Online only VA rate for enrollments prior to 8/1/18 and 1 stating the online only DOD rate for enrollments post 8/1/18. Otherwise, this story gives the impression that the DOD online only rate will always be displayed.
