Remove leftover Lambda resources #1983

User Story - Business Need

Now that we have all of our lambdas being built and deployed from the new commons repository, we need to clean up resources in this repository.

[ ] Ticket is understood, and QA has been contacted (if the ticket has a QA label).

User Story(ies)

As a VA Notify developer I want to remove leftover Lambda resources So that we don't need to maintain old code.

Additional Info and Resources

The "leftover resources" include the lambda source code and the Github actions/workflows that deploy lambdas.

Acceptance Criteria

[ ] All lambda source code is removed from this repository
[ ] Github Actions Workflows are cleaned up to no longer deploy Lambdas
[ ] Documentation is updated to reflect these changes
