Escalation plans for heading remediation compliance

Background

We will be creating a compliance plan (#12129) for editors to remediate any heading violations within their content. However, we also need to account for the scenario in which editors do not comply and this needs to be escalated. These escalation plans will be product specific and this epic will contain the issues to create these specific plans.
