Debt: remove old Operating status pages

operation_status_information.liquid is actually building a separate Operating status page that I don't believe we are using anymore, for example:

Old page: https://www.va.gov/greater-los-angeles-health-care/status/ Proper, current page: https://www.va.gov/greater-los-angeles-health-care/operating-status/

We need to deprecate that file.

Dunno how much to trust this, but fwiw, google gives me the correct OS page:

We should get product to check analytics and see if these old pages get traffic, to tell us whether we may need a redirect.
