[Income Limits] Move the Income Limits Github Action script over to the new repo #19016

[2024-08-29] [Fran] The new repo is ready and working with the 10-10 Health Apps script (for more details see comment in this ticket)

Description

There is a new repo for Income Limits Github Action, and it's ready for us to move our script over.

See Slack convo.

Note that there is no pressure from Platform/no known deprecation timeline for the current GHA that lives in vets-api, but it would be good to have this done in Sprint 12.

Mitch Saltykov (he/him) FYI, https://github.com/department-of-veterans-affairs/ves-oracle-export/actions the VES data sync works! we've enabled everything including the frontend in prod now, and things look solid. Thanks again for all your help on this. you should be clear to move Income Limits over at your leisure!
