Issue Title: Upon submission, error message is ambiguous and offers no possible solution.

User Story or Problem Statement:

As a user, I expect error messages to be informative and offer a clearly defined solution. I also expect that when I encounter an error upon submission of a form, I am able to resubmit the application in an accessible manner.

Details

When I submit the application under the below conditions, I am presented with an error message which states that "We did not receive your application," and that I can no longer fill it out online. The message states that I am required to print and sign the application and mail it to the appropriate office, a process which is inherently inaccessible to blind users.

Environment

Where a PDF is uploaded under "representative documentation," no secondary garegiver is named, and the primary caregiver has no health coverage.

@hdjustice , so I can confirm that the only path to allowing for a resubmit would be to enable pre-fill and save-in-progress for the form. Then only authenticated users would be eligible for the resubmit process.

Thank you @longmd! I am doing some background research on why CG might not have had the auth exp built in to begin with.

I did confirm that the auth experience for 10-10CG was not allowed because multiple people are required to "sign" this application, and the assumption for someone being signed in is that only they would be authorized to sign for themselves, and the other signatures could not be accepted. Therefore, an unauthenticated flow was desired so that multiple signatures could be collected without authenticated perceptions. We are doing additional research into other options that may allow an authenticated experience with signatures collected after submission, or other avenues that would be better accessible for applicants when the submission fails
