@RLHecht PW team reviewed in grooming and this looks like a content team lift to add link as described above. Let me know what you think and we'll scrub in if needed. Thanks.

@bethpottsVADEPO I reworked the board appeals page with a link to the online Notice of Disagreement. Can you take a look and let me know what you think? preview-prod.vfs.va.gov/preview?nodeId=3029

I kept the subway map in the by mail section rather than also repeating it for in person and by fax. Let me know if you think that makes sense.

I think that works for now--the subway map. This whole page needs some work, but that'll be a separate effort. I fixed the hierarchy of the subheads. Will you take a look and make sure it makes sense to you?
