AWS Staging: Alert Message says no clinics avail should tell user they haven't had past appointments for that type of care #29388

Steps to recreate:

  1. In Daytshr for all sites except for Middletown, configure Sleep Medicine in VATS with DS=NO and Req = Yes. For Middletown configure DS = Yes and Req = No.
  2. Log into VAOS as Cecil Morgan. Select Sleep, Sleep Medicine. Select Continue
  3. Expected response: System tells user that they have not had an appointment in the last 36 months so can not direct schedule
  4. Actual response: We found one facility that accepts online scheduling for this care. Middletown VA Clinic. We're sorry. This facility doesn’t have any available clinics that support online scheduling for the type of care you selected. Please call this facility to schedule your appointment or search for another facility.
  5. This is wrong there are clinics available for direct scheduling, it is just that the veteran hasn't had any past appointments. If someone at the site or prod support is trying to help address the issue, the alert message could lead them astray.
  6. Console show: Eligibility checks for location 984GA and type of care 143. User not eligible for direct scheduling: The FE could not find any of the clinics returned by var-resources in the past 24 months of appointment

And then I am not sure it matters, the veteran doesn't know there aren't really clinics but if someone at the site or prod support is trying to help address the issue, the alert message could lead them astray.

@ldelacosta @JRRoof I'm trying to determine if this issue still exists; is there a way to see how VATS is configured for a test user? I'm guessing since this ticket is old, Cecil's settings don't match what Marcy outlined here.
