10-10CG: Translates instructions and form to Spanish

The first phase of the 10-10CG translation will be to translate the form and instructions into Spanish. This will be an ongoing effort with the Content and App team.

Description

The 10-10CG is currently only available online in English. Several stakeholders have asked that we expand the available languages to include Spanish. Doing this translation will open the form to additional Veterans, making it simpler for some Veterans, or their support team, to apply for health care.

Translation JSON file received from State dept. Held meeting with Danielle & Randi (Content) to discuss technical concerns around data input using non-english characters, specifically characters with accents that count as multiple bytes (rather than the 1 byte english letter/character). We then spoke to CG Stakeholders, and Mili Riddout is checking on how MVI handles validations with these characters.
