True up Datadog teams with VFS roster teams

As we are working towards tagging all controllers and jobs, we need service catalog entries for all services (not just tier 1), which means we need appropriate teams defined in Datadog.

I'm imaging a quick working session with

• somebody from platform governance who has a good sense of currency of VFS team roster
• somebody with datadog admin access to quickly create some teams
• me

Acceptance criteria:

• [ ] All current VFS teams known to platform team are represented in Datadog, with best-effort population of at least some of the humans on that team

In order to not be blocked on tagging controllers, i assigned a bunch of services to "OCTO Engineers" - so those are definitely wrong - but I also think we should go through and try to true up the list of teams and the membership of humans on teams
