[Prometheus] Migrate Alerts

Looks like very little is in Prometheus from what i can tell. So far I found:

urls that check:

• https://staging-api.va.gov/services/appeals/v0/healthcheck
• /health/
• /performance-dashboard/
• /health-check
• developer.va.gov

I can put these into data dog but i think these are already url's that we are monitoring or have better controls for

Looking further, there are more alerts. I will compose a list but want to avoid duplicate alerts.
