CAIA approval of list & loop hint and error messaging updates

Description

The ARF team is requesting modifications in hint and error messaging in the multi-page List & Loop. The forms team has requesting we obtain sign-off on the new wording.

Problem Statement

The ARF team created a Figma file outlining the proposed changes and requested review.

After completing the code and getting approval from the Veterans-facing Forms Team engineer, the engineer requested review from the designer who gave the following response:

"I've taken a look at this both in code, in my browser and in the screenshots. It would be helpful to use actual approved form language in the pattern examples that we provide teams. Are you able to meet with CAIA to get approval/guidance on form labels/hint text and error messages? And then update that in the PR here? Kristen and I were having a conversation about some mixed messaging in the VADS about punctuation with error messaging and I think there needs to be some updates to the error messages."

This issue tracks the CAIA approval and follow up code changes to this PR 87155 Array Builder Min Items Validation #31462.

Implementation Details

• We signed up for the 8/27/24 CAIA office hours with the following note: "We're working with the Forms Library team to create validation rules for a required number of entries within the list loop pattern. We created mockups specifying the behavior and the error messages. Veteran Facing Forms has reviewed these, but suggested that we connect with CAIA about error messages specifically. See comment in this PR."
