[Spindown] Write explanations, completed items, and next steps for each work stream

Description

Our VA enabling team has requested that we share detailed explanation of completed items and next steps for the following work streams:

• 21a
• Contact information
• MVP (21-22 accept reject with authenticated sign-in, landing page, and header and footer)

Kristen will take a first stab at these and share with the team for further edits. This will partially duplicate some of the recent research done for some of the work streams, but it will be a more comprehensive view of both the product, engineering, and design aspects of each work stream, as well as what has been done in the past and what remains to be done.

Acceptance Criteria:

• [ ] Explanations written and reviewed by the team
• [ ] Placed or linked to from Github and/or Sharepoint
• [ ] Share with the enablement team and incorporate their feedback, if any
