TODO: explain what is blocking. I am going to make another ticket in forms system ticketing and refer to it here. I will also aggregate together all such forms system enhancement tickets in some form in ARF ticketing.

[ ] Report forms system deficiencies and cross-track in ARF ticketing
- [ ] File upload warnings
- [ ] URL prefix compatibility (array builder pages)
  - Not using react router for route-relative nav
  - Inconsistent absolute vs relative path resolution afforded to caller
