As a Veteran I want to have a clear path submitting the 5103 waiver after I've upload additional evidence So that I don't miss the opportunity to submit the waiver.

Background Context

Based on our research synthesis, we found that after Veterans upload additional evidence to their claim, they often miss the link to submit the 5103 waiver. Many assume that adding evidence satisfies the waiver request, or they overlook the link entirely.

Our design aims to improve the interaction flow, ensuring Veterans are seamlessly guided to submit the 5103 waiver after uploading evidence.
