Fixing 0781a being stamped onto a 0781 PDF file #19624

This is a prod bugfix to fix an issue where any backup 526 submission, that has an 0781a, tries to stamp the 0781a data onto a 0781 PDF.

In cases where a user submits a 0781a, this means they instead submit only a partially filled out 0781 instead. Or if they submitted both, they will submit 2 0781s. 1 that is correct, and another that is only partially filled out since it was supposed to be an 0781a.
