Add DECam DR1 filters #61

Add updated filter curves from the DR1 paper, with and without a X=1.2 reference atmosphere. Include reasonable throughput normalization factors provided by Douglas Tucker.

Travis tests are not running (as expected) but the code changes are very minimal. Also, I cannot figure out how to test the doc updates on a PR via readthedocs, so I am merging now.
