I had an interesting discussion with the Flux (http://flux-framework.org/) team about autoscaling jupyter instances. They're using Flux to manage Kubernetes for this and they were open to talking with us about what they're doing.
They did warn that this application of flux is very new, so this might not be worth investigating.
This issue is to record this piece of information!
