Meta-analysis of VE #14

Synthesise the PPV VEs to come up with a waning rate to replace fast and slow waning. Have it start with a mean of 1 and apply the initial VE from PPV or PCV as appropriate.

Changes made in 8a1ec51a226cf5186251fd420cf80a89ea4191fb

taken the average of the mean, and CI for the non-Patterson, non-Wright estimates of VE by age and synthesised them to come up with a waning curve (that starts at 1) and then applied the initial VE from Patterson for PCV and All to come up with some meta-analysis waning VE functions that we can use
