Issue Description

Since Laravel 9 is EOL since Feb 6th, 2024, the starter project for the stack should be updated to Laravel 10 to avoid deprecation.

Related issue: devfile/api#1459

Acceptance Criteria

• [ ] Update devfile-stack-php-laravel starter project to use Laravel 10
• [ ] Update composer version to latest
• [ ] Verify stack still works with devtools
