Right now anybody can say bot conduct and the current channel will get our conduct reminder. This is pretty good in that anybody can remind the group of our CoC. The problem is that there could very reasonably be a situation where someone is uncomfortable with publicly invoking the CoC.
Allow the bot to respond to messages in the following forms
bot conduct @user send the message in a dm to the user identified after the @.
bot conduct #channel send the message to the channel identified after the #.
bot conduct something respond to the invoker (in a dm) with this message
Please include a # to specify a channel or @ to specify a user such as conduct #general or conduct @sethetter
