[lang] Add Elixir #81

Current Behavior

This project doesn't have Elixir language, not even in the pull request I find something relates to fs!

Describe the solution you'd like

Desired Behavior

Elixir language must be considered inside the lang folder.

The way of implementation is listed on README.md, a section consisting of contribution guidelines.

@Panquesito7 I have made a PR, can you please review it ? and please add hacktoberfest label to this issue.
