Description

Implement the TCG parameter to allow both TCG and OCG exclusive cards, and use the latest OCG banlist by default.

Tasks

[x] Implement the ot parameter for the TCG command in the RuleMappings.ts file.

Acceptance Criteria

[x] If the create room command includes ot, it should allow both TCG and OCG exclusive cards, and use the latest OCG banlist by default.
