Merge the COPTR codebase #1

The https://github.com/digipres/coptr codebase should be merged into this one, and this repo should be set up to run on Travis (as COPTR does now), but modified to update both the formats and tools parts.

So, the COPTR codebase has been merged in, and I'm now testing the Travis hooks are set up right. Will point the COPTR repo to Sentinel when that's done.

Logins and data munging works, but committing results is not working yet.
