Add diagnostics and more analytics to the COPTR sync #3

When #2 is done, we can also perform some diagnostics, e.g.

Report on tools that are in COPTR but do not show up in the tool table.
Report on tool pages that appear to be malformed.
Check any declared release/issues feeds to determine an activity date.
Cross-link against formats.
Store statistics over time, so progress can be shown.
