Fix missing dependency in dev-php/phar-utils #3

I've tested the install on a new Gentoo system. It will fail since phpab is missing. I've added the missing dependency. There are more unrelated issues on new systems but i am going to make an issue for it.

Ahhh... too bad. That happend with symfony-contracts, too. But I guess it would be better, to handle the "same" Build dependency the same way. So only add it to BDEPENDS like the other packages, what do you think?
