Context:

• The Submit service accepts the brownfield land standard, meaning that LPAs can use the check tool to validate the data they've compiled.
• The check tool follows the guidance with regards to checking which fields LPAs must provide and which should be provided. For more detail on the implementation, see #541.
• The check tool should make it clear to users that the legislation states that all fields listed must be provided. The check tool needs to make this clear to LPAs.
