Additional status for fallback translations for pages #1441

Motivation

Currently, we show an "outdated translation" status for pages with no content but existing title.

Proposed Solution

Show an additional status icon for translations with fallback translations.

@JoeyStk I'm not sure whether we really need a design for this - we only use icons provided by https://lucide.dev/ inside the cms. So we would have to make sure the new design matches the existing icon set. Instead, I suggest that we just choose one of the available options.

I would suggest e.g.

Just a reminder - these are the existing status icon:

up-to-date check
in translation clock
outdated alert-triangle
fallback (when duplicated) copy
machine translated bot

Question regarding the suggestions: info - doesn't the page always contain an info text telling the user that the page is not available in their language and thus redirects them to another language. Or are you referring to pages where not all of the page is translated? E.g. when part of the text is provided by the Kommune and another part is live-content from another Kommune that is not available in all languages? milestone - does this ever happen without the user choosing a language actively? Or are you referring to when there is just the info text without any content?

In future we will enable municipalities to translate every page in every language with nearly no effort and budget. I don't see a real need to add more translation status at the moment or in Q3/23 or Q1/24.

Of course might had implemented that earlier but with the near scope of enabling all translations via AI.

For the use cases from @svenseeberg above i would suggest that we show the missing-symbol, if the content of the translation (not the title) is empty AND there are no more child-pages.

So we know if it is just a translation for structure (1st/2nd layer) or it is a missing translation because it is the last-layered page.
