Unable to launch pwm #628

What steps will reproduce the problem?
1.Deployed in Tomcat 8, windows server 2012
2.Tomcat runs on 7070 port
3.run http://localhost:7070/pwm

What is the expected output? What do you see instead?
I should see initial config screen as per doc, but instead i'm getting a blank 
page

What version of PWM are you using?
pwm_v1.7.1

What ldap directory and version are you using?
Windows AD

1.7.1 is not supported on tomcat 7.
downgrade to tomcat 7 or use a nightly build
