nexus: give spot requests names and treat them same as stopped instances #64

This lets "terminate" script handle spot requests in the same way as active instances.

Needs figuring out how to get instance name from an spot request Related: https://github.com/diux-dev/cluster/issues/60

currently "describe_spot_instance_requests" is showing up as nothing for fleet requests
