Deploy a parachute release at the landing waypoint #630

It would be very cool to have the landing option deploy a parachute release or 
enable the tail plane to flip up so the aircraft will either just flutter down 
to the ground or descend on a parachute for area's that don't have suitable 
landing surfaces for a plane (I have seen both of these facilities working on 
military drones).

This is partially supported by the "APM_Camera" branch.
You can assign a servo output to the "camera_trigger" action, and use that 
servo to deploy the parachute.
Then all you need to do is "take a picture" on the waypoint.
