Person who is shepherding the issue makes a decision -- hopefully usually this is going to be the primary person on duty. To make a decision, we require one +1 at the moment.

@phalt could we add in this section information about:

how shepherding issues works
link to enforcement manual for a list of available sanctions

I thought about initially adding it to issue #6, but then it didn't really fit the surrounding contents well.. :) Feels like this is a better place for it.

Also, could be worth first merging #10 :)

Thanks Ola, I'll wait for #10 to be merged first and fit these bits in there. It looks like progress has already been made on this section somewhat, so I'm happy to fill it out.
