update time for new cds format #35

In extract_clim and extract_clima, update time to new cds format (valid_time = hours since 1970)

See branch new_cds_time_edits which handles this. I haven't yet merged this branch to master as it would remove compatibility with ERA5 queries from the old CDS. I will likely add modularity so both can be handled but haven't yet been able to do this.
