What is the current behavior?

• Update dependencies in GitHub workflows to remove deprecation warnings
• Only build libraries for publish ci: fix - replace old action and build only libraries 0817289

What is the new behavior?

Actions in workflows are updated and npm publish works with node v16 and npm v8.19.2
