[x] Remove duplicated code in BootstrapMqttSource()
[x] Ensure that all names in the received bootstrap blob are sent through the policy machinery.
[ ] Bootstrap config distributed via MQTT

Plan for bootstrap config is to use MQTT retained messages and this is therefore waiting on #35.
