Installation causes Windows 11 Pro power options to stop working, even after uninstallation #14292

Description

Installing the latest version of Docker Desktop for Windows, with all the recommended settings, has caused my Windows 11 Pro machine to no longer shutdown or hibernate, even after completely uninstalling Docker Desktop and turning off the Windows subsystem for Linux.

When selecting the Hibernate / Shutdown options, it turns off the monitors as normal, but moments later the monitors come straight back on and display the windows sign on screen. No matter how many times I try to hibernate / shutdown, the same issues occur.

Reproduce

1) Install Docker Desktop with all recommended settings 3) Power options (hibernate and shutdown) no longer work 2) Uninstall Docker Desktop 3) Power options still don't work

Additional Info

I have tried:

Windows machine specs: OS: Microsoft Windows 11 Pro Windows: Version 10.0.22631 Build 22631 Motherboard: B360 AORUS GAMING 3 WIFI Processor: Intel Core i7-8700K Graphics Card: NVIDIA GeForce GTX 1080ti

This started happening over the weekend, and after giving up attempting to fix it, I resorted to installing a fresh version of Windows on my PC this morning. To confirm Docker Desktop was indeed the issue, I then installed Docker Desktop and nothing else, and the issue still occurred. Uninstalling Docker Desktop again did not resolve this issue.

As extra information, I once again tried to install on a fresh windows installation, but instead of using WSL2, I tried installing with Hyper-V, and encountered the same issue.
