adds github actions test for install on push #4

@sean-e-dietrich I'm not sure what needs to be modified here for the tests to pass.

@sean-e-dietrich I have fixed issues around the composer php requirements and the docksal.yml file. However, this is now failing due to needing access to a GitHub repo. I'm wondering if the base requirements of these symfony apps should be updated. Are they based on symfony 4?
